The Hunting Dogs ( (りょう) (けん), Ryōken?), also colloquially referred to as the Mad Dogs ( (きょう) (けん), Kyōken?), is a Grade-A squad built for special tactics and suppression duty. They are also the strongest military unit in the Military Police.[1]

Description[]

The Hunting Dogs is an official special military division tasked by the government to hunt down and capture Ability users with powerful dangerous Abilities when they begin abusing them and using them for criminal or terrorist actions, making them one of the most powerful military units available to the government.

The Hunting Dogs are also known to be one of the strangest if not the most bizarre group in the military due to the several unique personalities and quirks of its members and its leader's own eccentricities and bizarre habits.

Influence[]

The Hunting Dogs is known to be the most powerful Ability User Task Force within the nation of Japan with a undefeated track record in mission successes and a high attrition rate of survival. In effect, this grants them an immense sway over the government, especially to the various law enforcement agencies and groups of the country, as seen where several of its members were able to order around even members of the Special Division for Unusual Powers and overturn their authority when ordered into investigations.[1]

Due to their immense success, the Hunting Dogs have even garnered international stardom and have even been requested by other countries to assist them in handling Ability related operations and crisis's globally. For instance, their leader Ōchi Fukuchi was noted to have handled numerous high risk supernatural missions and defeated several powerful Ability users that eventually earned him immense international fame.[2]

Admission[]

In order to join the unit, the candidate must first agree to being surgically altered by the government prior to being accepted into the group, where their bodies would then be physically altered and enhanced to grant them superhuman abilities such as enhanced speed, reflexes, strength, durability and stamina by the groups' Abilities engineer.[3]

However, these modifications are also known to be the method the government uses to maintain control of the Hunting Dogs according to Saigiku Jōno in his attempts to recruit Doppo Kunikida. As described by Teruko Ōkura regarding the commitment of being a Hunting Dog, the moment the surgery is completed, the physical changes to the potential recruit's bodies would need monthly surgeries to maintain their new bodies that would otherwise break down and self destruct on its own by rotting from the inside out if left alone. This insures that even if the new member isn't actually loyal to the group itself, they have no choice but to comply and stay in the unit or die, broadening the potential candidates to even wanted criminals.[4]

Aside from the augmentation surgery, Teruko has stated that the duty of a Hunting Dog is to be a "slave" to society and to be the "ultimate violence" above all others in order to preserve the peace and the order of the nation and the world even if it means sacrificing one's own bodies and souls for the people; a Hunting Dog must fight while injured and to the death, further showcasing the commitment and resolve a loyal member must have to be in the unit.[3]

Plot[]

The Hunting Dogs arrive in the middle of Military Police’s anti-terror unit pursuit of the Armed Detective Agency after they were revealed as terrorists, particularly the group Decay of the Angel.[1] The group pursues the Agency, with Fukuchi and Teruko heading to the North Station and Jōno and Tetchō by the Southern Highway.[5] Jōno and Tetchō catch up to the Agency and halt their escape, but the latter was instead rescued by a Port Mafia member, Chūya Nakahara, using a chopper. Despite their high altitude, the Hunting Dogs continue pursuing their targets, with Tetchō using his Ability to hang on the chopper. In the end, Kunikida sacrifices himself to let his allies escape by detonating a hand grenade on himself and Tetchō mid-air.[6] During this time, Michizō Tachihara is revealed as the fifth member of the Hunting Dogs who manages to capture and corner Akiko Yosano.[7]

With gathered intel about the Decay of the Angel, the Hunting Dogs continue to hunt the remaining Agency members by questioning their president Yukichi Fukuzawa about the whereabouts of his subordinates[8] and interrogating the café store manager, eventually getting information about the Agency heading to the Sky Casino.[9]

Battle at the Sky Casino[]

The Hunting Dogs head over to the Sky Casino, prompting Sigma, its manager, to shut down the casino in order to track down the Agency. With Sigma's refusal to abide by the order, the Hunting Dogs use explosions to block any route escapes.[9] Using the current commotion of the explosion, they use the chance to find the Agency, unknowingly leading them to learn about RDG1800 coin bombs.[10] Eventually, the Hunting Dogs take on Sigma after learning about the coin bombs as a tool for the Decay of the Angel's terrorism plan, aiming to broadcast the casino's conspiracy to the world[11][12] and finally defeating Sigma.[3] After the battle at the casino, Tachihara is instructed to infiltrate the Mafia once again to find where the two remaining Agency members are hiding.[13]

At the aftermath, the Hunting Dogs successfully capture Kunikida[4] and Yosano, who is sentenced to death penalty.[14]

United Nations Beseechment[]

With the widespread terror, Fukuchi is approached by the United Nations' Council for Terrorism Counter-Measures to help them on the founding of a new anti-terror association, with the latter proposing an organization consisting of military forces to defend mankind to be led by Fukuchi.[2] Subsequently, in an ongoing discussion about the use of supernational armed security force at the Security Council's room in Standard Island, Fukuchi arrives and gives a speech about losing the war and having a humankind army that will eventually eradicate the world's terrorists.[15]

Vampire Infection Outbreak[]

Later, a widespread vampire infection is reported by Tachihara, personally witnessing the Mafia members get turned into vampires. The Hunting Dogs formulate a plan to destroy the source of the outbreak, concluding that it is the Agency performing their next step to world terrorism but refuted by Tachihara, telling that there is a true culprit.[16] With the obtained footage of the Agency from the Sky Casino speaking about the truth, the Hunting Dogs, particularly Fukuchi, take on the responsibility to forward the information to Deputy Commissioner Yasui.[17]

Airport Confrontation[]

At an airport, the Hunting Dogs await the arrival of One Order to be released by Europe in order to suppress the ongoing vampire outbreak and corner the Agency.[18] After hearing a large explosion at the airport during One Order's transfer, Fukuchi radios Tetchō and Teruko about the scene, to which the latter two immediately arrive. The plane suddenly prepares to crash-land after its crew are compromised; thinking that One Order might be destroyed, Tetchō activates his Ability and cuts through the plane. Shortly after, Fukuchi successfully catches and retrieves the weapon,[19] only to find it completely sealed.[20]

Altering their strategy, Fukuchi dispatches Teruko and Tetchō to find the remaining Agency members. Teruko successfully locates and restrains Atsushi Nakajima,[21] while Tetchō battles but loses to Kenji Miyazawa.[22][21][23] Fukuchi, able to hold Kunikida and Tanizaki captive, sets out to confront Fukuzawa and Agency strategist Ranpo Edogawa.[24]
