The United Nations beseech Ōchi Fukuchi.
The United Nations have approached Ōchi Fukuchi in order to establish an anti-terror organization and leading the said organization following the hostage incident and the appearance of a terrorist organization known as the Decay of the Angel - suggesting to unify the forces of justice in the world in order to prevent the terrorists' actions. [1]
They then hold a meeting at the U.N. Special Headquarters at the Standard Island regarding the formation of the "Supernational Armed Security Force" to counter the ongoing terrorism. Many are hesitant regarding the idea of a stateless anti-terror army. Their ongoing discussions and opinions were interrupted by Fukuchi's presence. Fukuchi gives his speech about abandoning multinational forces and instead adapting a pan-human defense force, asking the UN to vote in favor for the said draft solution[2]
