The skirmish of Yukichi Fukuzawa vs. Ōgai Mori is fought between the Armed Detective Agency president Yukichi Fukuzawa and the Port Mafia boss Ōgai Mori during a clandestine negotiation in the midst of the three-way gifted organizational conflict.
It happened along a sea of trees somewhere in Yokohama as arranged by former Mafia executive Osamu Dazai following the cursed rampage in Yokohama instigated by the Guild.
Prologue[]
After Atsushi Nakajima and Dazai stop the cursed rampage throughout the city, Atsushi suggests to Fukuzawa for the Agency to forge an alliance with the Mafia in ending the war against the Guild. Though initially against it, Fukuzawa takes Atsushi's proposal into consideration, especially coming from someone who has been subjected to the Mafia's violence and even abduction. Hence, Fukuzawa instructs Dazai, being a former mafioso, to arrange a secret meeting with the Mafia boss.

Mori and Fukuzawa meet.
As the two parties meet, Fukuzawa opens the meeting by proposing an alliance with the Mafia despite how he personally objects siding with a criminal organization. He also calls for a temporary détente between the Agency and the Mafia regardless of their meeting's outcome. Before he can fully expound on his reasons, Mori interrupts that they do not have a neutral party to oversee their agreement, which he believes nullifies their détente. Dazai also agrees that neither party is in perfect accordance with abiding by an agreement.
Mori adds that the Mafia takes their honor and grudges seriously, citing how many of his subordinates have suffered against the Agency. Fukuzawa reminds him how many of his comrades have also been targeted multiple times by the Mafia, but Mori refutes how no one of them has died. Hence, Fukuzawa proposes that they settle their accounts themselves.
Battle[]
Gin Akutagawa and Michizō Tachihara quickly prepare to take offensive, but Fukuzawa swiftly unsheathes his katana and slices their weapons. As Fukuzawa lunges towards Mori, the latter evades behind him and draws his scalpel. Fukuzawa swivels his katana to point it towards Mori's neck behind him, while Mori similarly aims his scalpel at Fukuzawa's neck, locking the two in a stalemate.
Mori quips having thought Fukuzawa, calling him as the lone swordsman "Silver Wolf", has already given up wielding his katana, while Fukuzawa retorts how Doctor Mori seems to still lack his medical ethics by using his preferred scalpel in killing. Fukuzawa asks whether Mori is still inclined to young girls, to which Mori wonders whether Fukuzawa still converses with cats.

In that moment, Fukuzawa dissipates into a projection, revealing him to be Jun'ichirō Tanizaki's illusion all along. Mori realizes it to be an Agency member's illusory ability and admits having enjoyed their brief conversation. He then bids Fukuzawa to resume their meeting next time on the battlefield.
Aftermath[]
Despite not openly agreeing to an alliance, Mori later sends in Chūya Nakahara to aid Dazai, who has been sent by Fukuzawa to retrieve Q from the Guild. Though Dazai and Chūya are quite hostile with teaming up with each other, the Mafia boss acknowledges how the Guild shall not stand a chance against Yokohama's vicious Twin Dark that shall be resurrected for that night.[1]
